You can notice that he is available on a free transfer at the start of the game, has also 8 caps but i couldn't sign him for my Southampton team several times in a row...also couldn't sign a guy from Saudi Arabia with 6 caps! Has anyone got the same problem?

Isn't there a rule that states they have to have played in 75% of their countries last so many games..someone will be able to clarify but i know it doesnt just go off caps.

yeah and also, i think doesnt their country have to be ranked in the top 60? or something like that
