Poor Leagues - Great Youths

Hi,

I usually play CM08 with very poor teams and try to get them "to the top" as they say. (the lowest league in a country as possible ex. 2nd Polish league, 3rd Scottish etc.)

The budget for most of these teams is very, very low and I'm looking for free very talented youths who would sign with a low reputation club.

Any suggestions?
